Learner's Licence in Mpumalanga

In Mpumalanga you apply for your learner's licence exactly as you would anywhere in South Africa: in person, at a driving licence testing centre, on form LL1. The Mpumalanga Department of Public Works, Roads and Transport administers testing in the province, but its own site publishes no learner's-licence-specific procedure.

What the province runs, and what it does not publish

The Mpumalanga Department of Public Works, Roads and Transport is the provincial department responsible for roads and transport in Mpumalanga, including driving licence testing. Its site, dpwrt.mpg.gov.za, was read in full on 23 September 2026.

It has no page describing the learner's licence application process, the documents required, or a list of testing centres. Its visible sections are policies, PAIA manuals, procedure manuals, forms, ministerial speeches, vacancies and a resource centre. That is a genuine gap in what the department has chosen to publish, stated here rather than worked around.

The province's larger centres serve Mbombela (Nelspruit), the provincial capital, along with eMalahleni (Witbank), Secunda and Standerton. Naming them, and the department responsible for testing there, is the honest extent of what is specific to Mpumalanga on this page.

The process, wherever in Mpumalanga you apply

You apply in person at a driving licence testing centre, on form LL1, with an identity document, two identical photographs and proof of address. An examiner tests you on the same three subjects everywhere in the country: the rules of the road, the road traffic signs, and the controls of a vehicle of the class you are applying for. Pass all three and the licence is valid for 24 months from the date of the test.

None of that changes because you are in Mpumalanga rather than any other province — it is set by the National Road Traffic Act and its regulations. The full document list, with the exact regulation it comes from, is on the documents page linked below.

The mistake

Assuming a provincial booking system or dedicated learner's-licence page exists for Mpumalanga because one exists for another province. We found none published by the province's own department, and the only official source that names a province-specific exception at all — gov.za's own service page — names only Gauteng.

The second is arriving without proof of address, which is a national requirement in every province, Mpumalanga included, and the item most often left at home.

Something to do while you wait for your date

The three subjects are scored separately and failing one fails the test, whatever you scored on the other two. The free readiness test scores you the same way, by section rather than on a total.

Common questions

Which department runs testing centres in Mpumalanga?

The Mpumalanga Department of Public Works, Roads and Transport (dpwrt.mpg.gov.za). It is responsible for roads and transport across the province, including driving licence testing.

Can I book my Mpumalanga learner's licence test online?

We found no official Mpumalanga online booking system. Apply in person at your nearest driving licence testing centre, on form LL1.

What are the main testing centres near?

The province's larger centres serve Mbombela (Nelspruit), the provincial capital, along with eMalahleni (Witbank), Secunda and Standerton.

What does it cost?

The fee is set by the MEC of the province rather than nationally, so it differs by province and over time. Confirm the current amount with the centre you plan to use.

How long is the licence valid once I pass?

Twenty-four months from the date of the examination and test, under regulation 101(1) as extended by Government Notice 134 of 2010.

The parts that are the same everywhere

The law, the form, the documents, the eyesight standard and the test itself are national. Only the administration is local.
