What the province actually runs, and what we could not check
The Eastern Cape Department of Transport is the provincial department responsible for transport in the province, and driving licence testing centres in the Eastern Cape fall under it. Its site is ectransport.gov.za.
We tried to read that site directly on 23 September 2026 and it would not load over a secure connection, repeatedly. That is a connectivity problem on the day, not evidence either way about what the department publishes — but it means this page cannot cite the department's own wording the way the Western Cape and KwaZulu-Natal pages cite theirs. What we can say, from what has been publicly reported about the site in the past, is that it has not carried a learner's-licence-specific procedure page of the kind those two provinces publish.
The province's larger centres are in and around Gqeberha (Port Elizabeth), East London, Mthatha and the provincial capital, Bhisho. Naming them is the honest limit of what is specific to the Eastern Cape on this page — everything about the application itself is set nationally, not provincially.
The process, wherever in the Eastern Cape you apply
You apply in person at a driving licence testing centre, on form LL1, with an identity document, two identical photographs and proof of address. An examiner tests you on the same three subjects everywhere in the country: the rules of the road, the road traffic signs, and the controls of a vehicle of the class you are applying for. Pass all three and the licence is valid for 24 months from the date of the test.
None of that changes because you are in the Eastern Cape rather than any other province. The full document list, with the exact regulation it comes from, is on the documents page linked below.
The mistake
Believing you can book your Eastern Cape learner's licence test online. Several driving-school and information sites state that Gauteng and the Eastern Cape both allow online booking. We checked the one official source that actually names an exception — the South African Government's own service page for the learner's licence — and it names only Gauteng: "All Gauteng residents should apply online for their learners licence." No equivalent sentence exists for the Eastern Cape.
Arrive expecting to apply in person, at the centre, on the day, and you will not be caught out by a booking system that may not exist.
Something to do while you wait for your date
The three subjects are scored separately and failing one fails the test, whatever you scored on the other two. The free readiness test scores you the same way, by section rather than on a total.
Take the free readiness testCommon questions
Can I book my Eastern Cape learner's licence test online?
We found no official Eastern Cape online booking system. The South African Government's own service page names only Gauteng as the province where residents are told to apply online. Apply in person at your nearest driving licence testing centre.
Which department runs testing centres in the Eastern Cape?
The Eastern Cape Department of Transport. Its site is ectransport.gov.za, though we could not load it over a secure connection when we checked on 23 September 2026.
What are the main testing centres near?
The province's larger centres are in and around Gqeberha, East London, Mthatha and Bhisho, the provincial capital. Testing also happens at smaller centres throughout the province.
What does it cost?
The fee is set by the MEC of the province rather than nationally, so it differs from other provinces and changes over time. Confirm the current amount with the centre you plan to use.
How long is the licence valid once I pass?
Twenty-four months from the date of the examination and test, under regulation 101(1) as extended by Government Notice 134 of 2010. It cannot be renewed or extended — you need a driving licence before it expires.
The parts that are the same everywhere
The law, the form, the documents, the eyesight standard and the test itself are national. Only the administration is local.
- What documents you need
Regulation 103(1) read verbatim, including the definition of acceptable identification
- How to book your learner's licence test
The national picture, and why no fee appears on it
- How to get your learner's licence
The whole sequence, from application to the licence in your hand
- How long a learner's licence is valid
24 months from the date of the test, and it cannot be extended
